SpotlightFrom 1789 through 2020, no Korean women had ever served in the U.S. Congress; in January 2021, there were three. Michelle Eunjoo Steel and Young Oak Kim–Republicans from California–and Marilyn Strickland–a Democrat from Washington state–were all elected in November 2020. South Korean media covered these historic elections, and even has reported on subsequent actions taken by the congresswomen. If these politicians are poised to receive coverage in the Korean press, it is important to know who they are and what they stand for.
Marilyn Strickland was born in Seoul to a Korean mother and a Black father from the United States. When she was only five years old, she and her family moved to Tacoma, Washington - a city of which she would go on to become the first mayor of Asian descent. Strickland is considered a “centrist,” and is a member of the so-called New Democrat Coalition, a group of Democrats with fiscally conservative, socially liberal platforms. When leading the Seattle Chamber of Commerce, she fought a tax targeting large companies like Amazon.
Shortly after her election, Rep. Strickland’s identity was attacked by Rep. Jay Kim, a Republican and first Korean to serve in Congress: “The woman [Rep. Strickland] does not appear to be 100% Korean, and her husband is Black. The other fella [Rep. Andy Kim, D-NJ] has an Arab wife, I wish they were 100% Korean, a purebred like I am.” Strickland did not issue a response to Rep. Jay Kim’s comments, but has been vocal in her pride for her Korean heritage. In January 2021, Strickland made headlines for wearing a hanbok to her swearing-in.
In north Orange County, Young Kim lost badly to opponent Gil Cisneros in 2018 - only to out fundraise him by $1.5 million and ultimately defeat him in 2020. Rep. Young Kim, born in Incheon, is a conservative Republican: she voted against protecting LGBTQ people from housing and job discrimination, opposes legal abortion, and she failed to support the recent COVID-19 relief package. However, she has an independent streak: she criticized Donald Trump’s racist COVID-19 language, supports DACA, and supports some student loan forgiveness.
Michelle Steel, who was also born in South Korea and now represents a district in Orange County, holds even more conservative positions than Rep. Young Kim. While both representatives oppose same-sex marriage, abortion, and the Affordable Care Act, Rep. Steel has uncritically supported Donald Trump, campaigned heavily against mask-wearing during COVID-19, and once bragged about forcing her daughter to attend a new university after her daughter voiced support for Barack Obama and same-sex marriage.
Rep. Young Kim and Rep. Michelle Steel have recently landed in hot water after endorsing Sery Kim, an anti-immigration House candidate in Texas. A conservative Republican, Sery Kim made headlines for telling an audience, “I don't want them [Chinese immigrants] here at all. They steal our intellectual property, they give us coronavirus, they don't hold themselves accountable. And quite frankly, I can say that because I'm Korean.” Rep. Young Kim and Rep. Michelle Steel condemned the comments, but did not withdraw support for Sery Kim.
Although right-wing politicians portray Korean Americans and Asian Americans as traditionalist conservatives, the data tells a different picture. Since the early 1990s, Asian Americans have been supporting the Democratic Party more–and the Republican Party less–with each passing year. In the 2020 election, 63% of Asian Americans voted for Joe Biden; only 31% voted for Donald Trump. Experts say many younger Korean Americans’ move to the left can be explained by their less religious attitudes, as many Korean churches lean conservative.
Rep. Steel, Rep. Kim, and Rep. Strickland–with Rep. Andy Kim–recently introduced a bill to honor Korean American military veteran Young Oak Kim (no relation to Rep. Kim). The congresswomen were also unanimous in their criticism of Mark Ramseyer, who denies the history of Comfort women. However, one can expect that these three will not be working together with any frequency. Rep. Strickland’s center-left platform versus the hard-right conservatism of Rep. Kim and Rep. Steel will likely provide few opportunities for collaboration.

서울 출생인 메릴린 스트리클런드는 한국인 어머니와 흑인인 미국인 아버지 사이에서 태어났습니다. 스트리클런드가 겨우 다섯 살이었을 때 그의 가족은 워싱턴주에 위치한 도시인 타코마로 이주했고, 그곳에서 스트리클런드는 타코마의 첫 아시아계 시장이 되었습니다. 스트리클런드는 ‘중도파’로 분류되며, 재정보수주의와 문화자유주의를 추구하는 민주당 내 정파인 ‘신민주연합’의 일원입니다. 시애틀 상공회의소 회장을 역임하면서 아마존과 같은 대기업을 겨냥한 세금의 도입을 저지하기도 했습니다.
스트리클런드의 당선 후, 공화당 소속이자 첫 한국계 의원이었던 제이 김(한국명 김창준) 전 하원 의원이 그의 정체성을 공격했습니다. 김 전 의원은 SBS와의 인터뷰에서 “[스트리클런드 의원은] 뭔가 한국 사람 같아 보이지 않고, 또 남편이 흑인이고 … [앤디 김 의원은] 부인도 아랍계이고 … 100% 한국 사람이면 더욱 좋겠는데, 저와 같은 순종이면”이라고 발언했습니다. 스트리클런드는 별다른 입장을 밝히지 않았지만, 평소 한국계로서의 자부심을 적극 드러냈습니다. 2021년 1월 치러진 하원 의원 취임식에서는 한복을 입고 선서해 화제가 되기도 했습니다.
영 김은 2018년 오렌지카운티 지역구에서 길 시스네로스에 석패했으나, 2020년에는 선거기금 모금 규모에서 150만 달러의 우위를 점하며 당선되었습니다. 인천 출생인 김 의원은 성소수자에 대한 주거 및 노동 차별 방지 법안과 낙태 합법화에 반대표를 던진 바 있고, 코로나19 관련 부양책에도 찬성하지 않는 등, 보수 성향의 공화당원입니다. 그러나 마냥 당의 의견만을 따르는 것은 아닙니다. 그는 트럼프의 코로나19 관련 인종차별적 발언을 비판하기도 했고, 미성년 추방유예 제도(DACA)와 학자금 대출 면제에 찬성하기도 했습니다.
미셸 스틸 또한 영 김처럼 한국에서 태어나 오렌지카운티의 하원 의원이 되었지만, 정치적 입장은 훨씬 보수적입니다. 두 의원 모두 동성혼, 낙태, 건강보험개혁법(Affordable Care Act, 오바마케어)을 반대한다는 공통점이 있지만, 스틸 의원은 도널드 트럼프를 무비판적으로 지지해왔습니다. 그는 또한 코로나19의 와중에도 마스크 착용에 반대하는 운동을 벌였고, 그의 딸이 버락 오바마를 지지하고 동성혼에 찬성한다는 입장을 밝히자 다니던 대학을 억지로 옮기게 했다는 사실을 자랑스레 밝히기도 했습니다.
영 김 의원과 미셸 스틸 의원 모두 최근 반이민 성향의 세리 김 텍사스 공화당 하원 의원 후보에 지지를 표한 뒤 곤경에 처했습니다. 공화당 보수파인 세리 김이 “[중국계 이민자가] 미국에 있는 걸 원하지 않는다. 중국 이민자들은 우리의 지적 재산을 훔치고 코로나바이러스를 퍼트리면서 책임은 지지 않는다. 솔직히 말해, 나는 한국인이니 이런 말을 해도 된다.”라는 발언으로 논란의 중심에 선 것입니다. 김 의원과 스틸 의원은 김 후보의 발언을 규탄했지만, 지지를 철회하지는 않았습니다.
우파 정치인들이 한국계 미국인과 아시아계 미국인들을 전통주의적 보수주의자로 묘사하긴 하지만, 실제 데이터는 이와는 다른 현실을 보여줍니다. 1990년대 초반부터 아시아계 미국인들은 공화당보다 민주당을 지지했고, 이 경향은 해가 갈수록 강해졌습니다. 2020년 선거에서는 아시아계 미국인의 63%가 조 바이든에 투표했고, 31%만이 도널드 트럼프에 투표했습니다. 전문가들에 따르면 젊은 한국계 미국인들의 좌파적 성향이 강해진 것은 그들의 종교적 색채가 약해지면서, 대체로 보수 성향을 띠는 한국 교회로부터 멀어졌기 때문입니다.
미셸 스틸 하원 의원, 영 김 하원 의원, 메릴린 스트리클런드 하원 의원은 앤디 김 하원 의원과 함께 한국계 미국인 군인이었던 김영옥(김 의원과는 동명이인)의 공로를 기리는 법안을 제출했습니다. 또한 이들은 위안부 문제를 부정한 마크 램지어를 비판하는 데 목소리를 같이했습니다. 그러나 이들 세 의원이 힘을 합치는 모습을 자주 보기는 힘들 것이라고 예상할 수 있습니다. 중도 좌파 성향인 스트리클런드 의원과, 강경 우파 성향인 김 의원, 스틸 의원 사이에는 공통분모가 적기 때문입니다.
